The attached opinion paper was submitted to the NEB (National Energy Board) as a “Comment Letter” in response to their request for input to the Environmental Assessment of the Energy East Pipeline conversion project. As you are aware, the pipeline passes through the Whiteshell Park between Falcon Lake, and West Hawk Lake. This project will see the existing natural gas pipeline converted into an oil pipeline to transport bitumen from the tar sands, and light crude from the Bakken oil fields in southern Saskatchewan, and western North Dakota to eastern Canadian refineries and export terminals.
